OSWAN

The government of Orissa has proposed to set up Orissa State Wide Area Network (OSWAN) on Build-Own-Operate-Transfer (BOOT) model.The project will provide connectivity for data, voice and video services to various State government offices and other locations. The OSWAN, the State believes, will be the first-step to modernize communication set up of the State government to implement e-Governance initiatives, improve administrative effectiveness and efficiency, and accelerate the overall development of that State through improved government interfaces.

Orissa Computer Application Center (OCAC) will implement the project on behalf of the Department of Information Technology, Government of Orissa. The OCAC will implement OSWAN on public-private partnership module for a period of five year.

Under NeGP SWAN policy it is proposed to connect state Head Quarter (SHQ) with all the District Head Quarter (DHQ) and subsequently all the DHQ to be connected with  Blocks Head Quarters (BHQ) . It will be extended to Village & Gram Panchayat level later on.
Through OSWAN, the government aims to interconnect its offices in the State and from its headquarters at Bhubaneswar to all district headquarters (DHQ), and block headquarters (BHQ). OSWAN as a delivery platform for the e-Governance applications. 

Note :

  • The Information Technology Department of Orissa Govt. has identified establishment of OSWAN as one of its key projects under Core ICT Infrastructure Backbone.  
  • Orissa Computer Application Centre (OCAC), the Technical Directorate of IT Dept., Govt. of Orissa has been designated as the State implementation Agency for the OSWAN.
  • Telecommunication Consultants India Ltd. (TCIL) has been appointed as the Consultant for the OSWAN Project as per the guidelines of DIT, GoI.
  • M/s ITI-Spanco has been selected as the OSWAN BOOT Operator.
  • M/s  PRINTLINK , BBSR has implement this project in associated with SPANCO .

ORISSA STATE DATA CENTER (OSDC)

The National e-Governance Plan (NEGP) of Government of India has a clear focus on improving delivery of government services to citizens. Towards this end, it has identified several Mission Mode Projects (MMPs) to be implemented both at the Central and State levels, as also several other e-Governance services planned to be provided by the State governments to the citizens electronically. NEGP recognizes that creation of basic infrastructure by the States is essential and towards this end, State Wide Area Network (SWAN) and State Data Centre are proposed to be established in every State.


Department of Information Technology (DIT), Government of India (hereafter referred to as DIT) is the nodal department for Data Centre Mission Mode Project for implementation across the country (29 States and 6 Union Territories). The Data Centre Scheme therefore proposes to establish a Data Centre at each State preferably at the State capital for which Policy Guidelines to support the various States/UTs in the country to establish State Data Centres have been formulated.

The Guidelines entail Technical and Financial support to the States and various options that may be exercised by the States most/best suited to them as per the options given below –

  • Option I State sets up and owns the Data Centre including its management and operations.
  • Option II The State leverages the capabilities of existing IDCs for which different deployment models are available i.e. Co-located services, Dedicated Services and Managed Services.
  • Option III State may use existing Data Centre of NIC for hosting their applications.
     
    The Data Centre shall be able to provide the following:

    ·  Various hosting options
    ·   Standard technologies
    ·   Guaranteed service levels
    ·   High quality support, operation and monitoring of departments' applications
    ·   Data and Application availability seven days a week twenty-four hours per day
    ·   Centralized network management and operations capability
    ·   Facility for centralized management of enterprise client/server systems
    ·   Custom Security options, Multiple security levels
    ·   Backup and Archival Services
    ·   Comprehensive Disaster Recovery and Business Continuity Plan

Present Status in Orissa

  • MoU has been signed between OCAC & SPANCO .
  • The implementation work is carried out by PRINTLINK  & IBM in associated with  SPANCO.
